Nuestro amigo el
Dr. D. David José Attard, que visito Valencia recientemente acompañado por el
presidente y miembros de la directiva de la Asociación de Amigos de Malta, acaba
de recibir de manos del Presidente de la Republica, la alta distinción “Orden
Nacional del Merito”.
En 1988 fue nombrado para la Cátedra de Derecho
Público Internacional en la Universidad de Malta. Ha estado como profesor
invitado en la Universidad de Roma II, como miembro de la Cátedra de
Investigación en la Universidad de Oxford y en la Universidad de Derecho en Yale.
La Universidad de París I- le ha nombrado Profesor Invitado para el año
académico 2007-2008. En el año 1990 fue nombrado el primer titular a la Cátedra
de Diplomacia Medioambiental de la UNEP. Desde 1992 ha sido el director del IMO
(Instituto Internacional Derecho Marítimo), que hasta la fecha ha formado
académicamente unos 396 abogados de 10 estados en Malta. En su capacidad de
Consejero Legal para el gobierno Maltés ha sido numerosas veces consultado sobre
problemas legales a nivel internacional, particularmente sobre temas de
jurisdicción marítima.
Siguiendo su consejo, el Gobierno de Malta solicitó a las Naciones Unidas llevar a cabo acciones para proteger el clima global. Su propuesta guió a la Convención UN sobre la Protección del Clima Global en 1992. En 1989, gracias a la iniciativa del profesor Attard, los Gobiernos Suizos y Malteses establecieron la Academia Mediterránea de Estudios Diplomáticos en la Universidad de Malta que actualmente forma diplomáticos de diferentes estados Mediterráneos. Attard ha aportado categoría al nombre de Malta por sus servicios en puestos de alto rango a muchas instituciones internacionales. Desde el año 2005 ha sido miembro del Grupo de Expertos en Política Marítima. En el 2006 fue elegido Rector y Presidente del Consejo de la Universidad de Malta.

Professor of International Law of international repute who has held various academic and international appointments. In 1988 he was appointed to the Chair of Public International Law at the University of Malta. He has been a Visiting Professor at the University of Rome II, a Senior Visiting Research Fellow at the University of Oxford, and a Fullbright Fellow, Yale Law School. The Université de Paris I – Pantheon Sorbonne has appointed him Professor Invité for the academic year 2007-2008. In 1990 he was appointed the first holder of the UNEP Chair of Environmental Diplomacy. Since 1992 he has been the Director of the IMO International Maritime Law Institute, which has to-date trained in Malta some three hundred and nine-six Government lawyers from ten States. In his capacity as legal advisor to the Maltese Government, he is regularly consulted on international law problems, particularly on maritime jurisdiction issues.
On his advice, the Government of Malta requested the United Nations to take action to protect the global climate. His proposal led to the 1992 UN Convention on the Protection of Global Climate. In 1989, through the initiative of Professor Attard, the Swiss and Maltese Governments established the Mediterranean Academy of Diplomatic Studies at the University of Malta which now trains diplomats from Mediterranean States. He has added luster to Malta’s name by his service in senior positions to many international institutions. Since 2005 he has been member of the EU Expert Group on Maritime Policy. In 2006 he was elected Pro-Chancellor and President of the University of Malta Council.
Professor Attard has contributed various articles to leading journals. His book ‘The Exclusive Economic Zone in International Law’ was awarded the Paul Guggenheim (International Law) Prize, Geneva.
